Some come with a thin, cork layer on the bottom edge to help grip, although this does mean it is slightly raised and this may cause you to cut an irregular line. My Heath Robinson tip is to get a flat steel rule and stick a piece of masking tape on the side that you are least likely to use for measuring (preferably the side with imperial measurements as from now I will use only the metric system). The tape causes enough friction to stop the rule sliding around, particularly if you are cutting a shiny sheet material, such as clear acetate or mirrored plastic.
You can also use it rather like a varnish. It has its own particular look. Spray varnish is best for very fine work but giving something a PVA varnish may sometimes be called for. Try it and see what you think. I apply PVA in a crude way when glueing. I dispense a little onto a spare piece of card and I use another bit of card, cut into a small strip about half a centimetre wide as a tiny spatula to scoop up the glue and run it along the edge of the card to be stuck. Some people use a cocktail stick or even a small brush.
