This is also the opinion of both Ellis (1966) and Luce (1979). Stevens (1946) advocated an even wider concept. His famous definition includes any instance of the numerical representation of an empirical relational system as measurement, no matter what its structure is.

O f course, there are infinitely many other sets of numerical assignments that would also do. On the other hand, scale 3 does not represent length order by numerical magnitude, so it will not do.
